On a job site, accessing a roof or transferring workers to it using a mobile elevating work platform (MEWP; PEMP in French) is a routine operation — but a high-risk one. Depending on the work context, CNESST may require or review a documented work procedure to govern this work. Here's what that document is for, and why it's best prepared by an engineer.
Why a written procedure
Working at height is among the leading causes of serious accidents in construction. A work procedure isn't administrative paperwork: it's the tool that defines how the operation will be carried out safely, informs the crew, and serves as a reference in the event of a CNESST inspection. A clear procedure protects both the workers and the contractor.
What a roof access procedure (MEWP/PEMP) covers
A complete procedure goes well beyond "up and down." It typically specifies:
- equipment selection and capacity (a PEMP suited to the height and load);
- the safe transfer between the platform and the structure or roof, a particularly critical moment;
- the anchor points and fall-protection equipment;
- the work and exclusion zones at ground level;
- the conditions (wind, ground condition, PEMP stability) and pre-use checks;
- the sequence of operations and everyone's responsibilities.
Why an engineer
Several of these elements — equipment capacity, anchors, stability, transfer onto a structure under construction — call for technical analysis. Having them validated or written by an engineer brings a rigour that CNESST and project owners value, and ensures the procedure reflects the structural reality of your site rather than a generic template.
Our team writes CNESST-compliant procedures — roof access with a PEMP, safe transfer, lifting and confined space — tailored to your site in the Quebec City and Lévis area.
